This event is being held virtually due to social distancing restrictions. Brick By Brick new homes in Arkell Grove - reminder to book a 1-1 telephone callback

Dear residents

Further to our news update last week, we would like to remind residents of the opportunity to have a 15 minute telephone call with the project team during the afternoon of Wednesday 11th November.

If you would like to book a 15 minute call back between the hours of 2pm and 6pm, please email us at info@wearebrickbybrick.com by the end of today, stating your preferred hour timeslot e.g. 2pm-3pm, 3pm-4pm, 4pm-5pm or 5pm-6pm and the telephone number that you would like us to contact you on. We cannot provide a specific time but will aim to call you within your hour of preference tomorrow.

We would also like to remind you that we have extended the deadline for providing comments on the Commonplace website https://arkellgrove.commonplace.is until 4pm on Monday 16th November to reflect this additional period of engagement. We note that, to date, only 6 comments have been received on this website and we would encourage more residents to provide their views before the website closes for comments. This way, we are able to capture exactly and consider each individual comment in the evolution of the proposals.

Thank you all in advance for taking the time to engage with us. It would also be appreciated if residents are able to spread the word to the local community, particularly to those that may not have access to the internet. Ideally we would have liked the opportunity to meet with you all in person, however, the social distancing restrictions in place due to the Covid-19 pandemic prevent us from doing so.

Brick By Brick proposals for new homes in Arkell Grove - Consultation deadline extension and telephone call opportunity

Dear residents

We would like to thank all residents who attended the virtual engagement meeting on Wednesday 4th November to find out more about our proposals for new homes in Arkell Grove and provide their feedback.

We recognise that not everyone was able to provide their comments and ask their individual questions within the timeframe of the meeting and we would therefore like to offer residents a 15 minute telephone call with the project team during the afternoon of Wednesday 11th November.

    Brick By Brick - new homes to be built in Coombe Road

    Thank you for visiting this website. We hope that you will find everything you need on this website, including details of the new homes and their development, links to the planning documents and FAQS.

    Brick By Brick was granted planning permission in August 2018 to build 9 new homes on land at the junction of Coombe Road and Edridge Road in Central Croydon. Eight of these homes will be provided within a 4 storey mansion block that fronts Coombe Road. A single 3 bedroom house will also form part of the development, along with new landscaping, cycle and bin stores for use by the new residents as well as a new public green area with low level landscaping, a new tree and a bench

    We have appointed Henry Construction Projects Ltd to build the development and neighbours are invited to a 'Meet the Contractor' event which will take place on Tuesday 24th November 2020 at 6pm .     We hope this update finds you all well.

    In response to feedback received following our public consultation held in 2018, we have updated our proposals for new homes in Arkell Grove. We would now like to gain your feedback on these revised proposals.

    Changes to the proposals for new homes in Arkell Grove include:

    • 4 family houses instead of a single block of 9 flats

    • Reduced size of building footprint

    • Reduced height of building from 3 storeys to 2 storeys plus a bedroom in the pitched roof space

    How do I provide my feedback?

    With social contact now restricted as advised by the Government, the best way for residents to share their views on our proposals, is through the Commonplace online platform.

    We want to incorporate residents’ feedback into our plans to ensure that we’re providing homes that the local community need and want. You can view and comment on the revised plans by clicking here .

    Please note that this website will close for comments at 4pm on Wednesday 11th November 2020.

    We will also be hosting the following event to give residents and stakeholders an opportunity to hear more details on the proposals and ask questions of the project team.

    A webinar to be held on Wednesday 4th November 2020 from 6pm to 7pm via Microsoft Teams - the link will be posted here before the event. Please do email any questions that you might have in advance of the webinar to info@wearebrickbybrick.com and we will aim to respond to these during the event.

    We will review all comments received, and where appropriate, we will work with the project teams to make amendments to the development proposals where it is feasible to do so, before submitting a planning application. We will post a news update if we submit a planning application and there will then be a further opportunity to review the plans and formally comment to the Council as the Local Planning Authority.

    Shaping Shrublands - Have your say regarding plans for new homes in the area

    Dear Residents,

    We hope that you are all keeping safe and well.

    As you may recall, we distributed a booklet to residents and launched this website in early July 2020. We are still in the process of reviewing the possibility of building new homes in Shrublands and are therefore very keen to hear from as many Shrublands' residents as we can. We would really like your feedback as it will help us plan to provide homes and buildings that suit the local community - click here to see how you can add your comments.

    We have received some very useful feedback so far and thank those that have taken the time to submit their comments.

    We would appreciate it if you could share the link to this website with your neighbours and encourage them to provide their feedback. They can also subscribe to this News page to keep up to date by receiving an email each time a news update is posted here.

    Croydon Council is also keen to encourage greater community involvement in housing development and one of the proposed sites is being made available exclusively for a community-led housing scheme. We’d be keen to hear from you if you’re part of a community group interested in bidding for this site and/or if you’d be interested in participating in the selection of community groups for this site.     Update on planning application for new homes in Bramley Hill

    Dear Residents

    We are writing with an update on the planning application submitted in March this year to develop new homes on the land at 9 and 18 Bramley Hill. A planning committee meeting was held on 27 August 2020 to review this scheme in more detail and the meeting resulted in resolution to grant approval of our application.

    The planning reference number is: 20/01300/FUL and you can view this application by use of the public access register available online at www.croydon.gov.uk/onlineplans .This scheme offers 58 much needed homes to the area. 50% of these will be available for affordable rent and 60% will be family sized homes. The scheme also offers improvements to the landscape across the site, introducing 38 new trees and playspace for existing and new residents.     We are now currently going through the design development phase, after which, we will look to appoint a contractor to build the new homes. We estimate that works will begin on site during Spring 2021 and will take approximately 18 months to complete.

    Once we have appointed a contractor (anticipated around early 2021), we will post a further news update with an invitation to ‘Meet the Contractor’ where you will have the opportunity to meet with the project team and ask any questions that you may have about the development works. This event is likely to be held virtually due to Covid-19 restrictions.

    Site surveys on Wednesday 9th September - Corner of Warren Avenue/Shepherds Way

    Dear Residents

    We hope you all are well and keeping safe.

    You may be aware that we have now submitted a planning application to develop new homes on the land on the corner of Warren Avenue & Shepherds Way. The planning reference number is: 20/01482/FUL and you can view this application by use of the public access register available online at www.croydon.gov/onlineplans .

    As part of this application, we are required to carry out some additional site investigations. Our geotechnical consultants, RSK, have advised that they will be attending site at the corner of Warren Avenue & Shepherd’s Way to carry out the survey on Wednesday 9th September.

    They have advised the following procedures of their works:

    · Works are to take place all on one day (Wednesday 9th September).

    · Personnel on site will be an RSK engineer and two subcontractors – one van and a tracked CPT rig.

    · Noise associated with the works will be minimal.

    · They will use track mats to get up onto site; this should create minimal impact to the grass, however, if there is wet weather, any incursions in the grass will be smoothed and left for grass to regrow.

    · They will be on site from 8am until no later than 6pm.

    Brick By Brick planning application for new homes in Holmesdale Road

    We hope this news update finds you well.

    We are writing to confirm that Brick By Brick has recently submitted a planning application to the Council in respect of proposals for new homes in Holmesdale Road. The updated proposals can be viewed and commented on through the public access register www.croydon.gov.uk/onlineplans , by selecting 'Planning Register' and entering reference 20/02722/FUL

    A summary of changes to the scheme are as follows:

    • 89 new residential apartments, 100% affordable housing

    • 78 of these will be affordable rent units and 11 shared ownership

    • The height of the 3 new buildings are: Block A part 5, part 12 storey; Block B and C are 6 storeys high.

    • A community use space (51sqm) will be provided in ground floor of block B

    • 3 blue badge car parking spaces will be provided for residents and 1 visitor blue badge space

    • Secure cycle parking proposed includes 58 new spaces for existing residents, and a total of 213 cycle spaces across the site

    • New refuse stores will be provided including replacement of the old stores for existing residents

    • Landscaping proposals include planting and 46 new trees, a reconfigured play space and enhanced communal garden spaces for both existing and new residents

    • Further improvements to the neighbourhood will be defined through engagement events with the local community. These will improve:

    -the landscape / public realm along Ely, Holmesdale and Wisbeach Roads, the existing brick substation, and the underpass.

    • The design intends to minimise current problems e.g. fly-tipping and anti-social behaviour, whilst offering much needed homes to meet Croydon’s housing need.

    Shaping Shrublands

    What is happening in Shrublands?

    A number of sites have been identified in Shrublands that could deliver much needed new homes for the Croydon. To ensure that any future development is brought forward with consideration to the whole estate, Croydon Council and Brick By Brick are working together to engage with residents throughout this process. We want to use what you tell us to inform the approach to future development within Shrublands. By working together, we can maximise the opportunity that new homes will bring whilst also helping to tackle some of the problems that local residents identify.

    Brick By Brick will be bringing forward most of the housing developments on the estate. We already have a resolution to grant planning permission for one site and are progressing with revised proposals to include more affordable housing and family homes on this site. We are aiming to submit a further planning application in July of this year.     Our ambition is to deliver good-quality, genuinely affordable new homes across all the sites identified in Shrublands.

    What has happened so far?

    Since the start of the year, the Council and Brick By Brick have been working with New Practice to gather views of local residents living on the Shrublands estate about how they feel about the area and what they would like to see come forward as part of the new housing development planned. Several one-to-one interviews with key community group representatives were held in February together with two estate walkarounds.The plan was to hold a Community Day at the local community centre in late March. Unfortunately, due to COVID-19 restrictions we were forced to postpone the event until further notice.

    What is the purpose of this website?

    As we have not been able to discuss these plans with you at a community event, Croydon Council and Brick By Brick co-produced a booklet which will be distributed residents in early July 2020. The booklet aims to keep you informed about the proposals for new homes and give you the opportunity to contact us with any feedback. This website has also been created to allow you to review the information and feedback directly online.We hope you find it informative and we’d love to hear from you.

    We acknowledge that development is not always popular with local people, however, with an ongoing housing crisis and the need for more homes of all tenures across the borough, it is essential.

    The proposals can be viewed and commented on through the public access register www.croydon.gov.uk/onlineplans , by selecting 'Planning Register' and entering reference 20/02351/FUL

    We aim to deliver leaflets with this information to residents within a minimum of 100m of the site over the next few days.

    A summary of changes to the proposals include:

  • 56 new affordable rent homes
  • The homes will be located within 2 buildings, one 9 storeys and one 6 storeys in height
  • 41 one bedroom, 2 two bedroom and 13 three bedroom homes
  • 16 parking spaces on-site, including 6 disabled parking spaces, and additional off-site improvements
  • High-quality public realm including new footpaths, planting and trees, and a children’s play area.

    We are writing to confirm that Brick By Brick has recently submitted a planning application to the Council in respect of proposals for new homes in Headley Drive.

    We acknowledge that development is not always popular with local people, however, with an ongoing housing crisis and the need for more homes of all tenures across the borough, it is essential.

    The proposals can be viewed and commented on through the public access register www.croydon.gov.uk/onlineplans , by selecting 'Planning Register' and entering reference 20/02135/FUL

    We aim to deliver leaflets with this information to residents within 100m of the site over the next few days.

    A summary of changes to the proposals include:

  • 25 apartments in total across two blocks with a high-quality landscaping design. This includes 14 one bedroom and 11 three bedroom apartments.
  • The submitted scheme has replaced the initial 2 bedroom homes proposed with 3 bedroom family units.
  • 13 car parking spaces including two wheelchair accessible spaces
  • Storage or 19 cycles (South site) and 24 spaces (North site)
  • The footprint of the building has been reduced to address concerns received during the consultation process
  • A larger area of amenity space for public use
  • High quality public realm including new planters and footpaths together with a new children’s play area, enhanced area of green open space, new trees, benches, and permeable paving

    Corbett Close and Fairchildes Avenue: Update on the planning application for the new homes

    Dear residents,

    We're writing to give an update and answer some of the common questions about this planning application.

    What is the status of the planning application?

    The outcome of the planning application is yet to be determined. 

    Brick By Brick has submitted a planning application to the Local Planning Authority (LPA) and, as part of this, further ecology surveys are currently being carried out.  The results of these surveys will be reviewed by the LPA, along with all other supporting information, prior to the LPA making a decision on the application.

    What is the status of the ecology surveys?

    Brick By Brick decided to submit the planning application whilst some of the ecology surveys were outstanding as some of these surveys have specific seasonal criteria.  Unfortunately, some surveys have delayed due to social distancing requirements in place because of the Covid-19 pandemic. Over the coming months, surveys for butterflies and dormouse will take place on the site and the surrounding area. These will then be submitted to the LPA along with surveys that have already taken place (including for Roman snails, badgers and reptiles, which are all protected species). 

    A decision on the planning application will not be made until all surveys have been completed and submitted, and full mitigation strategies produced where required.

    How can I make comments on the planning application?

    Who will make the decision on the planning application?

    The Local Planning Authority allocates case officers to manage each application. All of Brick By Brick’s planning applications are currently being determined at planning committee, which means that the case officer will make a recommendation to the planning committee to make the final decision.

    Has Brick By Brick consulted with Natural England?

    Natural England is a statutory and non-statutory planning consultee in certain circumstances, and it is the LPA’s responsibility to invite consultees to provide comments on applications. As applicants we cannot influence this process. 

    We have followed the advice of the LPA through the pre-app process, and contacting Natural England was not raised during this process. 

    It is unusual for applicants to contact Natural England directly, but we do have the option to consult them following outcome of the ecology surveys. We will do this if recommended by our ecologist (for example for advice on licenses in relation to protected species).

    Does the London Wildlife Trust know about the application?

    Yes, Brick By Brick has spoken to the London Wildlife Trust. We are keeping them informed about the progress of the ecology surveys and the application. They have made comments on the planning application through the normal planning process, direct to the LPA.

Since then we have been refining the details of the design and getting the scheme ready for procurement. Recently, we carried out some minor site investigation works. Some further site investigations and the erection of hoardings are scheduled over the coming months. We will post details of these here as and when they are confirmed.     Brick By Brick was granted planning permission in June 2017 to build a total of 8 new homes in Coldharbour Road. Since then we have been refining the details of the design and carrying our some minor site investigation works.

    We are now finalising the appointment of a contractor to build the homes and expect the initial works to start over the coming weeks, such as ground works, demolition of garages and clearance of the site. We anticipate that the main construction works will begin in the Autumn.     We would like to advise that we have submitted a planning application for proposals for new homes in Milne Park East to Croydon Council.

    We acknowledge that development is not always popular with local people, however, with an ongoing housing crisis and the need for more homes of all tenures across the borough, it is essential.

    The proposals in summary:

  • Demolition of the existing 35 garages currently on site to provide 11 new homes which will be 100% affordable rent
  • The breakdown of new homes proposed is as follows:

    Brick By Brick - proposals for new homes in Arnhem Drive

    Following the public exhibition held in January 2020, Brick By Brick have been reviewing feedback received from residents and have sought to address them where possible.

    Requirement for New Homes

    We understand that some residents feel the site may be providing more homes than anticipated. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,079 homes a year, in line with the Croydon Local Plan all parts of the borough are expected to accommodate new homes. It is important that homes are delivered in all parts of the borough to meet local need and the proposal for this site are expected to contribute to this.

    Brick By Brick have however listened to your concerns regarding the scale of the project and the type of homes being provided and are making the changes explained below.

    Height & Scale

    At the public exhibition in January 2020, we presented our proposals for an 11-storey block and a 9-storey block. Based on your feedback and your concern that the tower blocks were too tall, we are now reviewing a revised scheme with 9-storey and 6-storey blocks instead. This will mean that the proposals are likely to provide 56 homes instead of the 76 homes originally proposed.

    Family and Affordable Homes

    We have also revised the proposals to include 3-bedroom flats within the two blocks without changing the footprint of the buildings. This will allow us to provide more family homes which some of you had raised as an issue. We are also keen to stress that the homes proposed will be affordable rent homes.

    Overlooking

    Our current proposals are in line with the relevant planning guidance which requires a minimum distance of 18 metres between existing homes and new proposals. We are also working with Daylight and Sunlight specialists who are responsible for assessing the daylight, sunlight and overshadowing impact of our scheme on neighbouring properties and how to mitigate these. This will form part of the planning application submission and you will be able to view this document on the planning portal in due course.

    Parking Strategy

    We appreciate this is a concern for many residents in the area and we appointed a Transport Consultant to undertake parking stress surveys at the start of the project. These identified that there are local parking issues and we are currently working with the Council’s Highways Department and our Transport Consultant to propose a solution that mitigates the impact of our scheme and help with existing issues. We are currently proposing 15 parking spaces on-site. We need to balance the need for parking with site constraints and other requirements such as play space and planting on the site. We are also reviewing the possibility of providing additional parking off-site, for example, on Milne Park East.

    Safety and Anti-Social Behaviour

    We have received a number of comments stating that anti-social behaviour was an issue in the area and that residents do not always feel safe at night. We are taking these into account in developing the landscaping strategy by ensuring that the design improves connectivity across the site, offers improved passive surveillance and includes adequate lighting. We also understand that the existing chain link fence around the site provides some residents with a sense of safety – we are reviewing how to re-create this through our landscape design to establish a clear threshold to the site.

    Next steps

    We are now finalising our proposals with the aim of submitting a planning application in the next few weeks. We will post a news update when we submit a planning application and there will then be a further opportunity to review the plans and formally comment to the council as the Local Planning Authority.

    Brick By Brick -revised proposals for new homes in Holmesdale Road-'Have your say'

    In response to feedback received following our public exhibitions held in November 2019 and January 2020, we have updated our proposals for new homes in Holmesdale Road. We would now like to gain your feedback on these revised proposals.

    Changes to the proposals for new homes in Holmesdale Road include:

    • A greater number of family homes within the proposal.

    • Reduced size of building footprints to allow for more landscaping.

    • Amending the height of Block A from 6 storeys to be a part 5-storey and part 12-storey building.

    • Development of the proposals for the shared amenity and play spaces.

    Bramley Hill - Peregrine Ecology Survey

    Dear Residents

    We hope you all are well and keeping safe.

    You may be aware that we have now submitted a planning application to develop new homes on the land at 9 and 18 Bramley Hill. The planning reference number is: 20/01300/FUL and you can view and comment on this application by use of the public access register available online at www.croydon.gov/onlineplans .

    As part of this application, we are required to carry out some additional ecology surveys. Our ecology consultants, FOA Ecology have advised that they will be attending site at 9 and 18 Bramley Hill to carry out a survey to check for peregrine falcons (these are a species of bird of prey which are local to the site). This is simply a visual inspection. They have advised that they are able to carry out these works at safe distances in line with government guidelines and are due to attend site during the week of 20 April 2020.

    Their procedure for the visual inspection is as follows:

    - The survey work will not be intrusive, there will not be any digging and it will not be noisy.

    - It is a visual inspection at height, using ladders to view any potential nests / roosting on site.

    We have summarised changes to the proposals since the public exhibition held in January below. You can see full details of the updated proposals by viewing the documents on the planning portal (link above).

  • The unit mix has been revised to provide more family units
  • The overall unit mix is now: 3no. 1 bedroom flats, 1no. 2 bedroom accessible flat, and 7no. 3 bedroom flats
  • The number of homes proposed has reduced from 17 flats to 11 flats
  • The development remains as 100% affordable rent
  • The building footprint has decreased due to the reduction of units
  • Although the number of units has reduced, parking remain the same
  • The façade facing Fairchildes Avenue has been made slimmer to reduce the visual impact of the building when viewed from the road
  • The cycle store has decreased in size, and relocated so it is better overlooked
  • As part of the Sustainable Urban Drainage strategy, the proposals for the site include permeable paving and a system of swales for water attenuation.

    We have summarised changes to the proposals since the public exhibition held in January below. You can see full details of the updated proposals by viewing the documents on the planning portal (link above).

  • Proposals now include 3 bedroom (5 person) flats
  • The number of homes has reduced from 23 flats to 17 flats
  • The overall unit mix is now : 5no. 1 bedroom, 1no. 2 bedroom accessible flat, and 11no. 3 bedroom flats

  • There is a decrease in the building footprint, allowing for increased areas of landscape
  • One external bike store is proposed

    Thank you to everyone that attended our webinar yesterday evening. It was a new experience for us and we are reviewing how it went and what improvements can be made.

    Brick By Brick planning application for new homes at Kempsfield House

    We hope you all are well and keeping safe.

    We are writing to confirm that Brick By Brick has recently submitted a planning application to the Council in respect of proposals for new homes at Kempsfield House. The updated proposals can be viewed and commented on through the public access register www.croydon.gov.uk/onlineplans , by selecting 'Planning Register' and entering reference 20/01526/FUL

    As part of the application for Kempsfield House, we are required to carry out some additional ecology surveys.

    Our ecology consultants, Darwin Ecology, have advised that they will be attending site at Kempsfield House, to carry out the following ecology survey work over the course of several survey visits which will be undertaken during spring 2020:

    · Reptile survey work

    · Badger survey work

    · Bat survey work

    These surveys will largely entail visual inspections by the surveyors for the above species / species groups, with several visits required in some cases.

    For the reptile survey work, in addition to a visual inspection, during their first reptile survey visit, the surveyor team will lay out approximately 10 – 20 squares of roofing felt and corrugated bitumen sheet (1m by 0.5m each) across the site.

    The surveyors will return on several occasions to check whether the felts are being used by slow worm or other reptiles.

    It would be much appreciated if these felts are left undisturbed to ensure that the survey is accurate and that the team do not have to attend site more than is absolutely necessary.

    With the exception of the bat surveys, all of the survey visits will be conducted during the daytime. The bat surveys (which are scheduled for May and early June 2020 and are weather dependent) will involve a dusk and dawn nocturnal survey to assess whether the building contains roosting bats using bat detector. Please be aware that the surveyors will be using torches and cameras to record footage of any bats emerging or re-entering the building.

    They have advised that they are able to carry out these works at safe distances in line with government guidelines.

    They have advised that at least some of the survey visits are highly weather dependent. Therefore, specific dates for each survey visit will not be set, but instead the survey visits will begin during week commencing 13th April 2020 and will continue at regular intervals during the spring 2020 months.     We are writing to confirm that Brick By Brick has recently submitted a planning application to the Council in respect of proposals for new homes at Atlanta Court. The updated proposals can be viewed and commented on through the public access register www.croydon.gov.uk/onlineplans , by selecting 'Planning Register' and entering reference 20/01524/FUL

    A summary of changes to the scheme is as follows:

  • The overall unit numbers have reduced from 23 to 20 in response to concerns over the scale of development.
  • The footprint has been revised so that it no longer extends onto the existing amenity space and such that overlooking to the surrounding existing properties is reduced.
  • The revised footprint will leave the amenity space in place for continued use by residents. BBB expect to continue to work with residents, the Council’s Resident Involvement team and Estates teams, to identify alterations and upgrades to the existing amenity space such as providing a bench and additional planting.
  • It is noted that some amendments will be made to the western edge of the existing amenity space to accommodate required vehicular access through the site, but this is offset by a new area of amenity space, include a play area, on the other side of the access route. Overall the amount of amenity space will increase.
  • The revised footprint means there will be no direct overlooking to existing neighbouring properties.
  • An area of washing line has been re-provided to the south of the site responding to the portion of residents who make use of the existing washing lines. Being located to the south these washing lines should receive good sunlight.
  • The proposal no longer seeks to remove the existing pram sheds.
  • The proposed play space has been repositioned such that it is not close to the windows of the existing homes. It will still be easily accessible for both existing and future residents.
  • New residents will be provided with a separate refuse store. BBB expect to continue to work with residents, the Council’s Resident Involvement team and Estates teams to identify alterations and upgrades to the existing refuse stores where possible to resolve the current issues with them.

    Dear Residents

    We are writing following the update on 2nd April confirming that we have submitted a planning application to develop new homes on the land at Fairchildes Avenue / Corbett Close, New Addington, CR0 0AP. The planning reference number is: 20/01417/FUL and you can view and comment on this application by use of the public access register available online at www.croydon.gov/onlineplans.

  • The footprint of the proposal has shrunk, allowing more green space to be retained
  • The reduction in dwellings will reduce the impact on on-street parking
  • The proposal now includes 11 x 3 bedroom homes, making a significant contribution to the need for family sized housing
  • The proposal provides 2 wheelchair accessible homes, along with dedicated parking for these homes
  • The material choice, using a mixture of red brick and lighter coloured brick respond to the materials and tones of the existing buildings throughout the estate
  • The green space on the site will be landscaped and will enhance the pedestrian route towards the school and provide areas of door-step play
  • A tree replacement strategy has been devised that will enhance the adjacent green spaces
  • As part of any planning permission BBB will provide a bench on Freelands Avenue Green to enhance the use of this space for all residents
  • As part of any planning permission BBB will look to make a contribution to the planned improvements to Edgecoombe playground

    Ecology Surveys

    As part of the planning application, we are required to carry out some additional ecology surveys. Our ecology consultants, FOA Ecology have advised that they will be attending site at 279-289 Selsdon Road to carry out a survey to check for slow worms . This is simply a visual inspection. They have advised that they are able to carry out these works at safe distances in line with government guidelines. They haven’t advised the day yet as the survey is weather permitting, however it is likely to be next week (week commencing 6 April 2020).

    Their procedure for the visual inspection is as follows:

    - The survey work will not be intrusive, there will not be any digging and it will not be noisy.

    - On their first visit, the survey team will lay out approximately 30 – 50 squares of roofing felt (1m by 0.5m each) along the edges of the rear of the site.

    - The surveyors will return on several occasions to check whether the felts are being used by Slow Worms or other small reptiles.

    It would be much appreciated if these felts are left undisturbed to ensure that the survey is accurate and that the team do not have to attend site more than is absolutely necessary.

    Proposals for New Homes in College Green-Consultation Update

    Brick By Brick, as a local company owned by Croydon Council, are genuinely keen to receive feedback from residents on our proposals for new homes. Development is not always popular with local people, however, with an ongoing housing crisis and the need for more homes of all tenures across the borough, it is essential.

    How do I provide my feedback?

    With social contact now restricted as advised by the Government, the best way for residents to share their views on our proposals for new homes in College Green, is through the Commonplace online platform. We want to incorporate constructive local feedback into our plans so we're able to provide homes and buildings that suit the local community. You can view and comment on the plans here: https://collegegreen.commonplace.is/ .

    If any resident is unable to engage with this platform, we suggest that they contact us by calling 020 3034 2566 so that we can send them hard copies of the proposals, along with a paper copy of the questionnaire.

    We are also seeking to test a web-based conferencing facility which will give residents the opportunity to discuss the proposals with the project team. Any updates on this, and progress with the scheme generally, will be posted on the Commonplace Latest News page. Pease ensure that you have subscribed to Commonplace to receive these updates.

    College Green Public Exhibition Saturday 14 March 2020 - Cancellation Notice

    Brick By Brick has given careful consideration to concerns about the spread of coronavirus and, as a result, have made the decision to cancel the public exhibition which was due to be held at The Chevening Hub, SE19 3EA on Saturday 14th March.

    A leaflet will be delivered to local residents tomorrow and a poster will be displayed at the venue and on noticeboards in the tower blocks at College Green. If you have subscribed to Commonplace, you will also receive an email notification of this.

    At the exhibition, we had hoped to share and discuss the changes we have made to our proposals, following the comments received at the public exhibition in November 2019. We’ve summarised some of the key changes in the list below:

  • You said the tower on Site A is too tall. We have reduced the height from 13 storeys to 11 storeys.
  • You said you would like to see a community space at Site A. We have introduced a community/cafe space on the lower ground floor which opens onto Westow Park.
  • You said you are concerned about parking pressures. We have decided to convert Site D into a 16-space car parking court and are exploring other ways to increase the overall parking provision at College Green.
  • Full details of the revised proposals can be viewed and commented on at https://collegegreen.commonplace.is from 10am on Saturday 14th March until 4pm on Friday 10th April 2020. A copy of the consultation boards that we were hoping to display at the exhibition on Saturday will also be available to download.

    We are looking into alternative ways of conducting the public exhibition without the need to meet face-to-face and will update you on this as soon as we have a solution.

    Fairchildes Avenue - confirmation of site outside Primary School no longer progressing

    This news update is to confirm that Brick By Brick are no longer proposing to build new homes on the site outside Fairchildes Primary School on Fairchildes Avenue.

    Brick By Brick was established to create well designed homes that are affordable for the people of Croydon. We develop high quality homes on small sites or underused public land, with the proceeds from sales returned to the council to be reinvested in the community. In investigating sites which may have the potential for development, we undertake a very detailed technical assessment to determine whether they are appropriate for new housing, as well as detailed engagement with the local community to gather their views and feedback to help inform our plans. Sometimes this process indicates that certain sites are not appropriate for development, and they are then withdrawn from our programme. This has been this case with several of our sites in various parts of the borough to date. With regard to the middle site on Fairchildes Avenue (see image below for clarity), we have concluded that due to specific planning related challenges, the site is not appropriate for new housing development at this time, and we won’t be progressing plans for this particular site. There remains an urgent need for high quality affordable homes in Croydon and we continue to assess all our pipeline sites for their potential to deliver against this priority.

    Proposals to provide new homes are continuing to progress on the sites at the corner of King Henry's Drive and Fairchildes Avenue, and on the corner of Corbett Close and Fairchildes Avenue.

    Response to Consultation Comments and Details of Second Public Exhibition

    Thank you to all those who commented on the initial proposals for new homes in College Green. We have reviewed your comments and provided our responses to the main comments received to date below:

    Requirement for New Homes

    We appreciate that some who commented on the proposals are supportive of providing new homes in the area and feedback suggests that a mixture of home sizes is preferred, predominantly family-sized homes. We acknowledge that a number of local residents feel there is no need for new homes in the area. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes per year. Brick By Brick aim to deliver 500 of these homes each year and it is important that homes are delivered in all parts of the borough to meet local need, and the proposals for College Green would contribute towards this.

    Loss of Open Space and Garages

    We appreciate that many residents are concerned about the loss of open space and garages. Our proposals seek to enhance green space within College Green for all residents through the introduction of a pocket park and our Site A proposals aim to improve the connection to Westow Park.

    Sites B, C and D contain 48 garages in total, of which only a third are let. The garages are generally in a poor state of repair and our proposals would activate these underutilised backland garage sites and discourage antisocial behaviour in these particular areas.

    Scale and Density

    A number of residents raised concerns about the scale and density of the proposals.

    Site A

    The proposals for Site A showed a 13-storey tower which has been designed to respond to the site’s context: the tower has been sited to avoid impacting existing trees, and made as slender as possible to minimise overlooking to the existing towers through purposeful positioning of balconies and windows. We will continue to work with the project teams to make amendments to the development proposals where it is feasible to do so.

    Site B

    The height of the proposals has been distributed between 1 and 3 storeys to allow views through the site from the existing homes to the west and east of the site. The roof form is still being tested to reduce impact on existing homes.

    Site C

    The 2-storey houses are designed in response to neighbouring trees and the existing homes on College Green. The facade facing the neighbouring gardens will have obscured windows and decorative brickwork to minimise overlooking and privacy concerns.

    Site D

    Thank you for voting or suggesting what you would like to see at Site D. Car parking was voted as the most preferred option and we have decided to progress Site D as a car parking court for the benefit of all College Green residents.

    Parking

    We appreciate parking is a concern for many residents and our transport consultants have undertaken two night-time parking stress surveys, according to standard methodology agreed with Croydon Council, to identify where there are parking issues and where there may be on-street capacity for parking. Using census data of car ownership in the area for residents living in flats or houses (as relevant to the type of development we are proposing), our consultants are able to forecast the number of additional cars expected as a result of the development proposals.

    In response to this and combined with our decision to progress Site D as a car parking court, we are developing a parking strategy for all the College Green sites and full details will be provided in a transport statement submitted as part of a future planning application. This will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport, including details and tracking for emergency vehicle and refuse vehicle access.

    Existing Utilities

    Concerns have been raised regarding the pressure of utilities serving College Green. Our building services engineer is looking into this and is in the process of making enquiries with the utility companies.

    Second Engagement Event

    We will be holding a second exhibition for the public to view and comment on the updated proposals:

    Theobald Road - response to consultation comments

    Thank you to everyone that took the time to comment on our proposals, we have reviewed all the feedback received and have put together answers to some of the most common questions below.

    Capacity for new homes

    The requirement for new homes and whether the area could accommodate new residents has been questioned, with some residents stating that the area was overcrowded already.

    Firstly, we hope to make clear the need for new affordable housing across the borough. The London Plan has identified that Croydon needs to build 2949 homes a year to meet its need, and Croydon Council has over 5,000 households on its affordable housing register. Against these figures, we ask respondents to consider the likely impact of adding 8 new households to the neighbourhood. We would also note that the site contained four family houses until the mid-1960s, when they were demolished for the flyover.

    Building height.

    A frequent comment was that at four storeys, the proposal is too tall for the area.

    Croydon Council’s Suburban Design Guide recommends that corner plots ‘Should seek to include an (1) additional storey to the 3 storeys recommended in the Croydon Local Plan Policy DM10.1’

    Parking

    A number of residents described the lack of parking in the proposal as an issue with the design with the potential to impact the area.

    The Mayor’s Draft New London Plan (2019) requires that all developments with PTAL 5 or higher are brought forward as car free and a proposal with parking would not be permitted, however we do not expect this development to add stress to existing parking. New residents would not be eligible for parking permits, but will have purpose-built cycle storage in addition to the excellent public transport close to the site. A transport statement explaining these conclusions will be issued with any application.

    Loss of green space

    Loss of the green space on the site as an amenity was a concern raised by many, and in particular loss of trees.

    We have received mixed feedback on the current usage of the site, with reports of negative activities such as fly tipping and anti-social behaviour. There are a number of other factors that we believe currently affect its quality as a local green space: it has no passive surveillance, there is no clear ownership, it is north facing, it faces an underpass and additionally there is an excellent park (Wandle Park) at the far end of Theobald road.

    We recognise the appeal of the mature trees on the site, but an independently conducted report has graded these trees low quality and suggested that the trees are at risk of removal in the near future in any case. Our position is that the compensation that would be paid if these trees were felled would allow the council to replant a greater number of trees nearby with a longer expected lifespan, of greater value to the public.

    Balconies overlooking gardens

    We recognise legitimate concerns from neighbours about privacy of their back gardens. We are now developing proposals to screen overlooking of adjacent gardens through the design of balustrades, in compliance with Suburban Design Guide guidance: ‘Where a development may result in overlooking to the first 10m of a neighbouring garden, the design should be such that only obscured, diagonal or oblique views are possible.’

    Overshadowing

    Since the site is a corner plot on the northern side of the block, our daylight-sunlight consultant has advised that overshadowing will be negligible, but a full report will be submitted with any planning application.

    Security

    We are proposing gated access to bins, bike stores and the right of way across the site, so the site itself would be more secure. Since the development would also offer passive surveillance of the underpass, we would expect the corner itself to feel safer.

    Brick By Brick will review all the comments received, and where appropriate, we will work with the project teams to make amendments to the development proposals where it is feasible to do so, before submitting a planning application.     Selsdon Road - Response to Consultation Comments

    Thank you to all those who have commented on the proposals for Selsdon Road. We have reviewed these and our responses to the main comments received to date are provided below:

    Scale and size of development

    Several residents raised concerns regarding the size of the development being proposed. At the consultation event we showed a 4 storey block sitting behind 279-289 Selsdon Road with a mixture of nine 1 bedroom and 2 bedroom flats. Taking the comments on board, we will be removing 1 storey from the block, reducing it to 3 storeys in height which is more in keeping with the existing block of flats. The proposal will also be reduced to 8 flats, all affordable rent.

    Some residents raised concerns over the design of the block, the final proposal will include a series of drawings and reports which we are continuing to develop and will be included as part of the planning application. These designs will be in line with current housing standards and improved where possible, as well as Croydon’s Suburban Housing Design Guide.

In response to this Brick By Brick are looking at sites across the borough to deliver around 500 new homes each year, including the proposal for Selsdon Road.

    Overlooking

    Several residents from the existing block on Selsdon Road, Sunny Nook Gardens and Selsdon Ave have raised concerns of overlooking to their homes. The comments have been taken into account and we have increased the distance of the existing block and our proposed development from 14m to 18m. In order to avoid overlooking, the design of the building will have no windows directly in front of the windows of the existing block or facing the gardens on Sunny Nook Gardens.

    The impact of the new development will be subject to daylight and sunlight impact assessments on the neighbouring properties which will be submitted as part of the planning application.

    Parking & Road Safety

    Croydon Council and Transport for London planning policy dictates a restrained approach to the provision of new car parking spaces in area with high public transport accessibility. We appreciate that parking is a concern for many residents and having undertaken parking stress surveys, we identified that there are local parking issues. We would like to reiterate that the new residents would not be entitled to a parking permit or allocated a parking space on site, this includes having access to the existing gate.

    Using census data of car ownership in the area for residents living in the areas our consultants are able to forecast the number of additional cars expected as a result of the development proposals. Our consultants have also studied the lessees of the 3 garages on the sites and those using the garages for parking cars. One of the garages will be re-provided as a parking space in addition to the current parking spaces, making a total of 6 which will be for the existing residents only. We are proposing to improve the parking by increasing the distance between the blocks to provide more comfortable turning circles than the current situation allows. Further details will be set out in the Transport Statement which will be submitted with the planning application. This will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport, including details and tracking for emergency vehicle and refuse vehicle access.

    Communal facilities

    A number of residents within the existing blocks raised existing issues with regards to refuse & rubbish facilities. From the consultation and site visits, we understand there is limited storage for bins and these are often overflowing. To address this we have provided properly sized bin stores to serve both the existing and new flats.

    Some residents are supportive of enhancing the communal outdoor amenity areas such as improved lighting and a more usable green space. We note that a number of the residents use the outdoor drying spaces, but that some are broken. We will look to improve upon the strategic landscape proposals, including the drying facilities which will then be put forward alongside the planning submission.

    Drainage

    We understand there are concerns with drainage on site. Our engineers are investigating this and as part of any future planning application we have to ensure that site run-off rates are managed through the inclusion of sustainable urban drainage systems and attenuation tanks as necessary. These will be designed to ensure the development proposal does not increase pressure on the existing drainage network.

    Proximity to School and Play

    The placement of the building on the site looks to react to a number of constraints. The footprint is placed closest to the junction of Fairchildes Avenue and King Henry’s Drive to reduce the proximity of the development from the school. The existing mature tree line of circa 22m along the rear of the site is maintained which helps provide screening to the school. The southern elevation adopts a smaller window type to minimise the residents outlook.

    The doorstep playspace provided on site is envisaged as soft landscaping (undulating mounds etc.) rather than physical equipment so as not to encourage school children from congregating after school, as concerns have been expressed about this. A new foot-way introduced along Fairchildes Avenue is proposed and a path across the western edge of the site that connects this to the existing school pedestrian gate, combined with the a new school pedestrian zone being introduced by the council will prevent parking.

    Requirement for New Homes

    We understand that some local residents feel the site may be providing more homes than anticipated. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes a year, In line with the Croydon Local Plan, all parts of the borough are expected to accommodate new homes and Brick By Brick aim to develop 500 new homes this year as part of this plan. It is important that homes are delivered in all parts of the borough to meet local need and the proposal for this site are expected to contribute to this.

    Ecology and Wildlife

    It is understandable that developing on land close to the green belt would have some potential ecological concerns. Therefore Brick by Brick undertook a full Phase 1 Ecology survey to identify the impact of any development on the site. Results from this suggest a further Phase 2 Ecology survey would be required, which we are in the process of organising with a competent Ecologist, especially as timing for surveying various wildlife habitats vary across the year. Further to this we would be a proposing a re-landscaping strategy that would include planting new high-quality trees, new permeable footpath to the existing bridal way and an integrated Sustainable Urban Drainage (SUDs) strategy which would allow for swales for retention of rainwater, planted with native species to provide visual amenity along the new paths and surrounding building.

    Anti Social Behaviour concerns

    We understand from comments received that this has been an ongoing issue for some residents. These comments were helpful and are being considered with the landscape design to improve connectivity through the site, offer improved passive surveillance from the new developments and additional lighting.

    Overshadowing and Overlooking concerns

    Brick By Brick are working with Daylight and Sunlight specialists who are reviewing the proposals and assessing the daylight, sunlight and overshadowing impacts on neighbouring buildings as part of a planning application. The study assessment suggests that all properties will remain BRE compliant following the construction of the flats and houses.

    With regards to overlooking, the distance to the properties facing Homestead Way is greater than the 18m allowance as per the Croydon Suburban Design Guide. It is proposed that the only projecting balcony will have high level screening and in response to pre-application discussions with Croydon Council’s Planning Department and public consultation, will be angled to reduce the visibility when looking straight on. This would be in-line with guidance 2.9.19 of the Suburban Design Guide. The distance to the flatted block of 229-239 Homestead Way at first floor level straight on is 18.5m on to a gallery access. Rear windows facing houses on Hutchingson’s Road would be positioned at high level and angled away from the rear gardens and neighbouring buildings.

This helps to identify where there are parking issues and where there may be on-street capacity for parking. Using census data of car ownership in the area for residents living in flats or houses (as relevant to the type of development we are proposing), our consultants will be able to forecast the number of additional cars as a result of the development proposals. In response to this we are developing a parking strategy for all the sites and the full details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport.     Loss of Some Open Space

    We appreciate that many residents are concerned about the loss of open space. Through earlier consultation with Ward Councillors it was agreed that the development is scaled back to avoid removing the three mature trees to the corner of the site. The approach moving forward is to retain these trees and provide new landscaping to maximise the sites potential and retain as much open space as possible whilst providing new homes.

    Restrictive Covenant

    Covenants are not material planning considerations and so they do not affect BBB’s ability to submit a planning application. BBB are exploring the covenants and their restrictions in more detail with the council and the relevant legal teams to establish what is and isn’t permitted on this site. BBB will not bring forward a development if it is not legally permitted to do so.

    Bramley Hill - Response to Consultation Comments

    Thank you to all those who have commented on the proposals for Bramley Hill. We have reviewed these and our responses to the main comments received to date are provided below:

    Scale and size of development

    Several residents raised concerns regarding the size of the development being proposed. We are currently proposing 58 homes as a mixture of 1 bedroom and 2 bedroom flats, alongside 3 bedroom homes across both sites with 50% of the home being affordable.

    Some residents raised concerns over the height of the development, in particular the 6 storey block (Site A) adjacent to Albury Court. This element has remained at 6 storeys, however we have reduced the footprint of the building, reducing the number of homes in the blocks. The remaining blocks are 3-4 storeys. This is in line with Croydon Local Plan policy which seeks to achieve a minimum of 3 storeys. To alleviate the appearance of height and any potential impact on visual amenity from neighbouring properties the top floors of the houses offer pitched roofs complimenting the local character.

    Parking & loss of garages

    We appreciate that parking on-street is an issue for many residents and having undertaken parking stress surveys, we identified that there are local parking issues. Using census data of car ownership in the area for residents living in flats or houses (as relevant to the type of development we are proposing), our consultants are able to forecast the number of additional cars expected as a result of the development proposals.

    It is noted that many residents in the existing blocks are supportive of the removal of the garages as they are not well-used by the residents, are of limited quality and present an eyesore when viewed from their flats. Our consultants have also studied the lessees of the garages on the sites and those using the garages for parking cars. 10 of the garages are leased locally and these will be re-provided as parking spaces in addition to the current parking spaces.

    Further details will be set out in the Transport Statement which will be submitted with the planning application. This will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport, including details and tracking for emergency vehicle and refuse vehicle access.

    We also note that the inclusion of car club bays and electric charging points would be welcomed by the local residents. We would also like to reiterate that the new residents would not be entitled to a parking permit.

    Requirement for new homes

In response to this Brick By Brick are looking at sites across the borough to deliver around 500 new homes each year, including this site.

    Overlooking

    Several residents from Albury Court have raised concerns of overlooking to their homes. The comments have been taken into account and we have increased the distance of Block A from Albury Court. The building has been designed so that the south-facing façade has been increased from 11m to 14m away from the existing block on Albury Court and no windows will face the adjacent gardens on Tanfield Road. We have also reduced the footprint of the block by 1 flat per floor. The design of Block C will be treated in a similar manner to avoid overlooking onto the existing homes on site.

    The impact of the new development will be subject to daylight and sunlight impact assessments on the neighbouring properties which will be submitted as part of the planning application.

    Communal facilities

    A number of residents within the existing blocks raised existing issues with regards to refuse & rubbish facilities. From the consultation and site visits we understand there is limited storage for bins. To address this we have provided properly sized bin stores to serve both the existing and new flats.

    Some residents are supportive of enhancing the communal outdoor amenity areas. We have also taken comments on board to minimise the loss of the mature trees following the first public consultation event.

    A number of concerns were raised regarding the location of the proposed playground and we understand that the area is often used by children and adults for more informal play. We will look to improve upon the strategic landscape proposals which will then be put forward by the landscape architect alongside the planning submission.

    ASB issues in open space

    We understand from comments received that this has been an ongoing issue for some residents. These comments were helpful and are being taken into account with the landscape design to improve connectivity through the site, offer improved passive surveillance from the new developments and additional lighting.

    Thank you to all those who commented on the proposals for Hawthorn Crescent so far. We have been reviewing the comments as they come in and have grouped these into key themes. Written responses are provided below:

    - Loss of green space

    We understand this is a concern to many residents. We are now reviewing the massing to maintain some greenspace around the perimeter of the site. The proposal will also look at planting additional trees around the perimeter to improve the outlook and to break up the parking area.

  • Impact on character
  • BBB’s architects have undertaken a thorough character assessment of the area which is being reviewed in detail with the Council’s Planning department to ensure that a future development on this site responds well to the existing local character. This includes looking at the detail, features and massing of the homes immediately surrounding the area as well as civic and other buildings of significance in the wider Selsdon area.

    - Parking

    We appreciate this is a concern for many residents and we have undertaken parking stress surveys. Our transport consultant is developing the proposal in full and the details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements.

    There are currently 23 parking bays located around the crescent. The parking surveys were held at different times including two night surveys, which identified 18 cars parked in the bays during a mid-week overnight survey. In addition, the survey identified over 30 spaces available within 200m of the crescent. Brick By Brick’s transport consultants are investigating the parking requirements in light of the proposed development to ensure that the relevant policy requirements can be adhered to.

    - Congestion

    Brick By Brick's transport consultants are reviewing the layout of the crescent to ensure that there is sufficient space for manoeuvrability including for parked cars, refuse trucks, emergency vehicles and construction vehicles. This will all be assessed and tracking plans will be submitted as part of a future planning application. LBC Strategic Transport and Highways teams will also be consulted prior to this.

    - Requirement for new homes

    We appreciate that some who commented on the proposal are supportive of providing new homes in the area. However, we understand that a number of local residents feel there is no need for new homes in this location. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes a year. It is important that homes are delivered in different parts of the borough to meet the local need in any given area of Croydon. The proposal for Hawthorn Crescent will help to meet the local demand in Selsdon.

    We have been developing revised proposals based on your comments and comments received from Croydon Council. We will be presenting these proposals at the event next week, and they will also be uploaded here for you to review and provide additional comments.

    In addition, I have been notified of the condition of the ground since our ground investigation contractors, GEA, visited the crescent last week. I have requested the contractors go back to re-instate the grass as soon as possible. They have advised that they will need to visit site one more time and so the grass will be re-instated as soon as the work is complete. Brick By Brick apologise for any inconvenience in the meantime.

    Thank you to all those who commented on the proposals for Crystal Terrace. We have reviewed your comments and our responses to the main comments received to date are provided below:

    Requirement for New Homes

    We appreciate that some who commented on the proposals are supportive of providing new homes in the area and feedback suggests that two- and three-bedroom homes are preferred. We acknowledge that a number of local residents feel there is no need for new homes in the area. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes per year. It is important that homes are delivered in all parts of the borough to meet local need and the proposals for Crystal Terrace would contribute towards this.

    Scale and Density

    A number of residents raised concerns about the scale and density of the proposals, particularly the impact on daylight. Heights of the new two-storey homes are designed to meet or slightly exceed the minimum 2.5-metre floor-to-ceiling height as specified in the London Plan in order to minimise visual impact to the houses on Crystal Terrace, as well as ensuring adequate housing quality, space, ventilation and daylight to the proposed homes. The impact of the new development will be subject to daylight and sunlight impact assessments on the neighbouring properties which will be submitted as part of the planning application.

    Some comments questioned the suitability of building on the narrow site and subsequent problems with privacy. The site measures 950 square metres in size, of which 405 square metres is taken up by the proposed new building footprint. The courtyards which have been designed for the new dwellings create private outdoor amenity spaces with an internally-focused outlook, whilst also reducing the overall visual mass of the development.

    Parking and Road Safety

    Croydon Council and Transport for London planning policy dictates a restrained approach to the provision of new car parking spaces in areas with high public transport accessibility. We appreciate this is a concern for many residents and our transport consultants have undertaken parking stress surveys to identify where there are parking issues and where there may be on-street capacity for parking. Using census data of car ownership in the area for residents living in flats or houses (as relevant to the type of development we are proposing), our consultants are able to forecast the number of additional cars expected as a result of the development proposals. Our consultants have also studied the lessees of the garages on the site and the potential of this parking offset. The results of the parking stress survey show there is sufficient capacity to accommodate on-street parking in the vicinity. We are developing a parking strategy for the site and full details will be provided in a transport statement submitted as part of a future planning application. This will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport, including details and tracking for emergency vehicle and refuse vehicle access.

    Fire Risk

    We appreciate that concerns have been raised over the fire risk as a result of the restricted access to the site for fire engines. Fire engineers and building control have been consulted throughout the design process and have advised on the appropriate fire protection measures. Full details will be provided as part of the planning application.

    Improvements to the Stepped Access Footpaths

    We understand from residents that the access footpaths which lead to the site from Crystal Terrace are occasionally used and that residents are generally supportive of improvements. Several residents have suggested that these paths could be better maintained, with the potential of some lighting for security and safety. This is something Brick By Brick will seek to progress with Croydon Council.

    Monks Hill - public comments

    Thank you to all those who commented on the proposals for Monks Hill. We have been reviewing the proposals to respond to them. Written responses to the main comments received to date are provided below:

    - Parking & road safety

    We appreciate this is a concern for many residents and our Transport Consultants have undertaken parking stress surveys, including during school run times. This identifies where there are parking issues and where there may be on-street capacity for parking. Using census data of car ownership in the area for residents living in flats or houses (as relevant to the type of development we are proposing), our consultants will be able to forecast the number of additional cars as a result of the development proposals. In response to this we are developing a parking strategy for all the sites and the full details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements for parking and sustainable transport. This will include details and tracking for emergency vehicle and refuse vehicle access, providing parking that doesn’t impede the bus route, as well as ensuring safe visibility splays are provided at all junctions.

    - Requirement for new homes

    We appreciate that some who commented on the proposal are supportive of providing new affordable homes in the area. However, we understand that a number of local residents feel there is no need for new homes in the area. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes a year. It is important that homes are delivered in all parts of the borough to meet local need and the proposal for Monks Hill are expected to contribute to this.

    - Loss of open spaces & preference for development on garage sites

    We appreciate that many residents are concerned about the loss of open spaces. Through earlier consultation with Ward Councillors it was agreed that larges and more used open spaces within Monks Hill would not be considered for development, such as Freelands Avenue, the larger green at Farnborough Avenue and Copse View. It is understood that many residents would prefer development on garage sites; Brick By Brick have looked at a number of garage sites in Monks Hill, along with the Air Squadron training hut, however due to a number of constraints and alternative uses the Council have identified it has not been possible to pursue these sites at this time.

    - Improvements to outdoor amenity spaces

    We understand from consultation that the community are generally in support of contributions being made to improve the Edgecoombe playground and this is something we are looking to take forward. We also appreciate that our development proposals will result in the loss of some trees which we are proposing to re-provide trees (of a suitable maturity and species, as directed by the Council’s tree officers) on Farnborough Avenue and Freelands Avenue.

    - Scale of Farnborough Avenue proposal and overlooking to school

    The scale of the development proposed for Farnborough Avenue being 6 storeys is larger than the existing 4 storey blocks in Monks Hill, however the design will reference the form of these buildings and positioning being usually located on corner plots, such that the proposal does not appear out of character with the estate. Due to the height of the proposal and proximity to the school boundary, several concerns with regards to overlooking the school grounds have been raised. It should be noted that the boundary with the school is lined with mature trees of approximately 17-20m in height. Our proposal is approximately 18m high, and all windows will be no higher than approximately 17m. Therefore, the view to the school grounds will be partially obscured by trees. It is noted that a number of the existing semi-detached homes on the road opposite the school can currently overlook the school grounds from their first floor windows.

    - Drainage

    We understand there are issues with drainage in areas of Monks Hill. Our engineers are investigating this and as part of any future planning application we have to ensure that site run-off rates are managed through the inclusion of sustainable urban drainage systems and attenuation tanks as necessary. These will be designed to ensure the development proposal do not increase pressure on the existing drainage network.

    - Existing utilities

    A number of comments raised concerns about exiting utilities running under the sites. We have undertaken surveys to identify the location of cables, water pipes, gas pipes and drains. We are aware of a number of utilities running through our sites and our engineers are developing proposals with the relevant utilities authorities to ensure they are appropriately protected or where necessary include within our proposals space for them to be diverted.

    Holmesdale Road - public comments

    Thank you to all those who provided comments on the proposals for Holmesdale Road. We have been reviewing the proposals to respond to them. Written responses are provided below:

    - Parking

    We appreciate this is a concern for many residents and we have undertaken parking stress surveys. Our transport consultant is developing the proposal in full and the details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements. We understand that many people who park on Wisbeach Road, Ely Road and Holmesdale Road are not necessarily local residents and from our consultation event many residents would be in support of a Controlled Parking Zone (CPZ) in the area such that parking is for locals only. We are working with the Council on this such that they may formally consult local residents in the near future on extending the nearby CPZ to these streets. If this is successful, new residents living in the proposed development would be restricted from applying for permits, with new residents being provided with free access to a car club. Therefore, the proposal would have no impact on on-street parking locally.

    - Requirement for new homes

    We appreciate that some who commented on the proposal are supportive of providing new affordable homes in the area. However, we understand that a number of local residents feel there is no need for new homes in the area. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes a year. It is important that homes are delivered in different parts of the borough to meet the local need in any given area of Croydon. The proposal for Holmesdale Road will help to meet the local demand in Thornton Heath.

    - Improvements to communal spaces

    We will be providing a series of new landscaped spaces with a number of additional facilities such as growing beds/planted borders, benches and some small play equipment (as required by planning policy for new developments), carefully located to avoid disrupting existing residents or attracting ASB issues. The amenity space will be designed to facilitate use by all age groups.

    - Rubbish & refuse collection on the site

    We understand refuse and recycling collection has been issue as some of the bins are not fully secured or large enough. We will be looking to re-provide and improve capacity of the existing refuse and recycling stores across the estate.

    - ASB issues

    We understand that the estate has attracted anti-social behaviour in the past. Through careful design of the proposal and the amenity spaces, the introduction of more natural surveillance around the estate is expected to further improve these issues.

    Atlanta Court - public comments

    Thank you to all those who commented on the proposals for Atlanta Court. We have been reviewing the proposals to respond to them. Written responses are provided below:

    - Parking & loss of garages

    We appreciate this is a concern for many residents and we have undertaken parking stress surveys. Our transport consultant is developing the proposal in full and the details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements.

    The parking surveys identified 10 cars parked on site (serving the 32 existing homes) and it has been identified that only 2 of the garages are leased to residents within 200m of the site. This means there is a need to re-provide 12 spaces on site to meet the current demand. Based on census data for car ownership for flats, there is a need to provide 10 spaces for the 23 flats being proposed. This brings the total parking required for the existing and new to 22 spaces which we are currently developing into the proposal. This will include a proportion of spaces fitted with electric charging facilities.

    - Requirement for new homes

    We appreciate that some who commented on the proposal are supportive of providing new affordable homes in the area. However, we understand that a number of local residents feel there is no need for new homes in the area. There is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes a year. It is important that homes are delivered in different parts of the borough to meet the local need in any given area of Croydon. The proposal for Atlanta Court will help to meet the local demand in Thornton Heath.

    - Loss of green space

    We understand this is a concern to many residents. We will be re-providing a similar overall area of outdoor amenity space but this will be divided between two spaces. We will be providing a number of additional facilities such as growing beds/planted borders, benches and some small play equipment (as required by planning policy for new developments), carefully located to avoid disrupting existing residents or attracting ASB issues. The amenity space will be designed to facilitate use by all age groups.

    - Rubbish collection on the site

    We understand refuse and recycling collection has been issue as some of the bins are not fully secured or large enough. It is also our understanding from discussions with both residents and the Council’s tenancy team that since the introduction of the gate the fly-tipping issues have reduced. However, we will be looking to provide a fenced enclosure of suitable size for bins near the driveway to improve this situation. The new development will have a separate bin store, and therefore new residents will not impact the refuse and recycling provisions to the existing block.

    - Pram sheds

    The proposals are being developed such that the pram sheds can be retained or re-provided. It may be that to improve the existing refuse collection facilities and accommodate parking, the existing pram sheds may need to be re-built. The design team are currently working on the proposals in this regard.

    - ASB issues

    We understand that the estate has attracted anti-social behaviour in the past, however from discussions with both residents and the Council’s tenancy team that since the introduction of the gate these incidents have reduced. Through careful design of the proposal and the amenity spaces, the introduction of more natural surveillance around the estate is expected to further improve these issues.

    - Washing Lines

    We appreciate these are used by some residents and we are proposing to re-provide them. From our assessment of the site and discussion with residents, those provided are currently over-sized and not in full repair. Our proposal will provide two new washing line areas in alternative locations.

    Grasmere Road - public comments

    Thank you to all those who commented on the proposals for Grasmere Road. We have been reviewing the proposals to respond to them. We have provided written responses to the key issues below.

    - Parking & loss of garages

    We appreciate this is a concern for many residents and we have undertaken parking stress surveys. To address this, we are looking to reduce the proposal from 14 to 12 flats and will provide 4 parking spaces on site. Our transport consultant is developing the proposal in full and the details will be provided in a transport statement submitted as part of a future planning application; this will need to satisfactorily meet the relevant policy requirements.

    The provision of 4 parking spaces for 12 flats is in line with local census data of car ownership for those who live in flats. It is noted that car ownership in the area is much higher for those who live in houses. We will also look to provide a car club on Grasmere Road, offering car sharing, which will offsets demand for private car ownership. We are also aware that the loss of garages presents concerns about displaced parking; during the consultation event, we undertook a survey of the garages and how they are used. Of the 7 garages that are leased to residents within 200m of the site, we have identified that at least 4 of these are used for storage. We understand a further 2 may be used for classic car storage, which would unlikely be displaced to the street as it is expected alternative storage arrangements would be made. The loss of the garages is therefore expected to displace a maximum of 1 car to nearby streets.

    - Requirement for new homes

    We understand that a number of local residents feel there is no need for new homes in the area. However, there is a significant demand for homes across every part of Croydon and the new draft London Plan has identified that Croydon needs to build 2,949 homes a year. It is important that homes are delivered in different parts of the borough to meet the local need in any given area of Croydon.

    - Overlooking

    We appreciate there are a number of concerns with regards to overlooking. The architects are continuing to resolve the design such that there will be no unacceptable overlooking. The proposal is being designed to conform with planning policy and guidance in respect of this to ensure there are sufficient separation distances from the proposal to existing buildings.

    - Rubbish collection on the site

    We understand this is currently an issue and we propose to provide a new properly sized bin store that will be big enough to serve both the existing and new flats.

    - ASB issues in stairwell of the existing block

    We understand from comments received that this has been an issue in the past, and concerns this may reoccur with new residents. It is proposed that the access into the new block may be from the side driveway if that is preferred, in this way it would avoid exacerbating any ASB issues in the existing stairwell.

    - Washing Lines

    We appreciate that some existing residents make use of the existing washing line area. The proposal will re-provide an area of washing lines.
